Jefferson County Shared RCM

In 2010, Chimacum and Port Townsend School Districts, the City of Port Townsend, Fort Worden State Park and Jefferson County signed an interlocal agreement to fund a Shared Resource Conservation Manager (RCM). The RCM is tasked with making recommendations on reducing cost and resource use in the five agency facilities. 

An RCM focuses on reducing energy, water and solid waste at each facility. The following methodology is used to accomplish this:

1.       Build a utility database with facility energy, water and solid waste bills
2.       Produce reports on utility trends and compare facilities with regional/national standards
3.       Perform walk through of facilities, prioritized by high consumption
4.       Prepare facility action plans to provide recommendations on reducing resource use
5.       Work with agencies to address recommendations

In essence, an RCM program assists in optimizing facility operation, and educating occupants on ways they can help conserve resources.
